Summary: Literacy and numeracy are the most basic life skills that our schools teach. No child should leave school without being able to master these skills to the best of their abilities. However, we know that some children are not developing these skills as they should. The Department of Education and Skills published a Draft National Plan for Improving Literacy and Numeracy in November 2010 and invited comments from the public on the plan. Over 470 submissions were received as part of this process, and in addition, the Department held 16 meetings with organisations to hear more about their suggestions and to examine the key proposals that they had made. The consultation process and analysis of submissions informed the drafting of Literacy and Numeracy for Learning and Life. The strategy, which is supported by a strong Government commitment to tackle problems with literacy and numeracy, sets out how these commitments will be realised.
